The growth in population in Nakhon Pathom and Samut Sakhon province, due to their location in a river basin well-positioned for transportation and trade, has resulted in an increased demand for water that can be used by consumers, farmers, and industries. Ground water, however, remains the main source of supply. When excess amounts of water is withdrawn from underground aquifers, saline seawater seeps in to replace the fresh water previously retained there. Ground-level subsidence also occurs due to the collapse of these underground cavities, resulting in flooding and other environmental problems. The Provincial Waterworks Authority is dedicated to implement the Governmentís water supply policies under the auspices of the "West BangkokĒ water supply project in order to replace the use of ground water by residents in Samut Sakhon and parts of Nakhon Pathom provinces. On September 21, 2000, PWA signed a contract with Thai Tap Water Supply Plc (TTW) (formerly Thai Tap Water Supply Company Limited) to invest in this project.
