LPCL was registered as a limited company on January 29, 2019, under the laws of the Lao PDR. The company’s objective is to operate the Luang Prabang Hydroelectric Power Project (LPHPP), which is located on the Mekong River in Luang Prabang Province. The project is situated approximately 25 kilometers north of Luang Prabang Province, about 4 kilometers upstream from the confluence of the Nam Ou River and the Mekong River, and approximately 2,036 kilometers from the Mekong River Delta in Vietnam.
The LPHPP is a Run-of-River hydroelectric power project established under a Concession Agreement between the Government of Lao PDR and LPCL, in the form of a Build-Own-Operate and Transfer (BOOT) concession. The National Assembly of the Lao PDR approved this agreement on October 1, 2021.
As a concessionaire, LPCL is responsible for studying, designing, constructing, and operating the Project for a concession period of 35 years, beginning from the Commercial Operation Date (COD), which is scheduled for January 1, 2030. The project will have an installed electricity generation capacity of 1,460 MW and is expected to produce an average of 6,688 GWh of electricity annually. Throughout the 35-year concession period, all generated electricity will be sold to the Electricity Generating Authority of Thailand (EGAT).
At the end of the concession period, LPCL will transfer ownership of the project back to the Lao PDR, unless the concession period is extended.
